The government implemented Scheduled Caste sub-categorisation: acting on the Rajiv Ranjan Mishra Commission report, it issued Ordinance No. 2/2025 (with Rules under GO Ms No. 7, dated 18 April 2025) dividing 59 SC sub-castes into three groups with distinct quotas (Group I about 1%, Group II about 6.5%, Group III about 7.5%), gazette-notified for use in education and employment (and the Mega DSC). District-wise categorisation - the specific manifesto framing - is deferred to after the 2026 Census; the current categorisation is state-level, based on 2011 Census data.
