Double Goa's annual tourist arrivals within five years

We shall double the number of annual tourist arrivals in the state in the next five years by harnessing the potential for inland tourism, medical tourism and promoting heritage and spiritual tourism, while augmenting the cur-rent infrastructure around adventure sports and beach tourism.

Partial. The commitment has one primary numerical completion threshold: annual tourist arrivals must double within five years. Inland, medical, heritage, spiritual, adventure and beach tourism are mechanisms for achieving that target and are not separated into additional entries here. Calendar year 2022 is used as the consistent first full-year post-election baseline. An official Assembly reply records 70,18,945 domestic and 1,69,005 foreign tourist arrivals in 2022, producing a total baseline of 71,87,950. Doubling therefore requires at least 1,43,75,900 annual arrivals. Official Goa Tourism data records 1,08,02,410 arrivals in 2025, comprising 1,02,84,608 domestic and 5,17,802 foreign tourists. This is an increase of approximately 50.3 percent over the 2022 baseline and represents about 75 percent of the doubled target, but it is not a doubling. The result also remains below twice the normal pre-pandemic 2019 level of 80,64,400 arrivals. The pandemic-depressed 2021 total is not used as the sole baseline because doing so would treat reopening and normal tourism recovery as achievement of the manifesto growth target. Significant growth and tourism diversification are confirmed, but the quantified target has not been reached. Status partial.
