Develop sports complexes in every Gram Panchayat

“We will establish a brand new International Football Stadium and Football Academy with a world renowned coach in the state and host the FIFA U-20 World Cup in the upcoming years.”
On track, but not fulfilled. Goa Football Development Council already operated a Residential Football Academy from June 2016, with boarding, lodging, education and football coaching. That pre-election academy is baseline evidence and cannot by itself fulfil the promise to establish a brand-new academy. After the election, GFDC adopted a structured academy-expansion roadmap providing for a U-14 Residential Boys Academy in 2023, U-14 Girls Non-Residential Academies in 2024, a U-16 Residential Boys Academy in 2025 and additional girls and elite academy programmes through 2027. The current GFDC portal confirms that a residential-academy programme is operational with coaching, education, nutrition and accommodation support. These constitute concrete academy development and expansion. However, no approved source confirms construction, inauguration or independent operation of a wholly new standalone international-level football academy with a world-renowned coach distinct from the pre-existing GFDC institution. Status on_track.
GFDC's post-election roadmap scheduled establishment of a U-14 Residential Boys Academy, followed by additional age-category academy programmes.
