On track, but not fulfilled. The promise is to ensure GPS tagging of all public transport and equip public transport with SOS buttons. The Government of Goa Vehicle Location Tracking and Emergency Alert System page says all public transport vehicles are required to be fitted with vehicle location tracking devices and panic buttons, and the Department of Transport notification page lists the VLT and panic-button advisory. KTCL's Pilot Mazi Bus Scheme also requires VLTD devices, CCTV and panic buttons on buses.
