We will introduce a homestay scheme which will provide an interest free loan of Rs 5 lakh and training for those local residents of Goa wishing to pro-vide homestay facilities.

Partial. Goa notified a Homestay and Bed and Breakfast Policy on December 14, 2023 and subsequently launched a revised scheme with simplified registration, quality classification, marketing, training and financial incentives. Eligible homestays in Sattari, Sanguem, Dharbandora, Bicholim, Canacona, Ponda and Quepem receive a one-time grant of Rs 2 lakh. This creates a functional homestay-support scheme and provides meaningful financial assistance. However, the benefit is a Rs 2 lakh grant rather than the promised Rs 5 lakh interest-free loan, and fiscal assistance is restricted to establishments in seven hinterland talukas rather than local residents throughout Goa. The different grant mechanism counts as partial equivalent delivery, but the amount and beneficiary coverage remain below the commitment. Status partial.
