Pending. The exact Manohar Parrikar Kalyan Fund name is not required where an equivalent common development fund provides comparable infrastructure assistance to every Panchayat and municipality. Goa already had local-infrastructure grant mechanisms before the election, including the Deendayal Panchayat Raj Infrastructure Development Scheme and grants for rural infrastructure works. Official training material records eligibility of Village Panchayats under those schemes, but the documented limits and project structures do not provide the manifesto universal fund of up to Rs 3 crore for every Panchayat and Rs 5 crore for every municipality. No approved post-election source found confirms notification of the promised fund, a comparable common fund covering both forms of local government, a dedicated budget head or body-wise disbursements at the promised scale.
