Broken. The commitment expressly prohibits an increase in state duties on petrol and diesel during the first three years after the 2022 election. Goa issued Notification No. 4/2/2024-Fin(R&C)/25737 in June 2024, within that three-year period, revising the VAT treatment of motor spirit and high-speed diesel. The resulting state-tax increase raised the retail price of petrol by Re 1 per litre and diesel by 36 paise per litre from June 22, 2024. VAT is a state-imposed fuel duty for the purpose of this commitment. Because the Government took the opposite action during the protected period, the promise is broken rather than merely pending.
