On track, but not fulfilled. The post-election Goa State Research Foundation provides a statutory institutional framework for research funding and operates Major Research Grant, Research Start-Up Grant and interdisciplinary research schemes. The Goa Startup Policy 2025 seeks to position Goa as a premier national and international destination for innovation and entrepreneurship, promotes startups originating from academia and covers advanced areas including artificial intelligence, machine learning, cybersecurity, blockchain, data analytics and electronics. These measures constitute concrete institutional and policy action supporting technology research and innovation. However, startup promotion is not automatically equivalent to high-end research. No approved evidence yet establishes a major state-supported high-end technology research campus, internationally recognised research cluster, large-scale international research programme or measurable destination status achieved during the term.
