Provide unemployed Goan graduates apprenticeships with a stipend

Partial. Goa notified the Chief Minister's Apprenticeship Policy for Government Establishments in June 2023 to expand practical workplace training for Goan youth. An official Assembly reply recorded 4,118 apprentices in Government and public-sector establishments and 5,459 under the National Apprenticeship Promotion Scheme in private establishments as of January 15, 2024. The minimum stipend under the Goa policy ranges from Rs 8,000 to Rs 13,000 per month, with graduate apprentices receiving Rs 13,000. Graduate apprentices under the private-sector national scheme receive at least Rs 9,000. These rates exceed the promised Rs 5,000 minimum and substantial apprenticeship delivery is confirmed. However, engagement is expressly dependent on opportunities becoming available in participating establishments. No approved evidence confirms an apprenticeship for every unemployed Goan graduate or universal coverage of the eligible population. Status partial.
