The strongest approved evidence found is Swayampurna Goa, a Government of Goa flagship programme described as a Government-led community-level action plan to make each and every Goan village and city self-reliant. The 2024 Governor's Address records Swayampurna Goa 2.0 activity, special drives across village panchayats and municipalities, and benefits delivered to more than 15,000 residents through these drives. However, no approved source found confirms a distinct programme officially named Smart Village Program, nor completion of development of all villages as smart villages. Status on_track because an official all-village rural-development mission is active, but the exact named and completed outcome is not proven.
