Our Assessment
highThe manifesto promised five lakh houses across urban and rural Haryana. Delivery is assessed across PMAY-Urban, PMAY-Gramin, Mukhyamantri Shehri Awas Yojana and Mukhyamantri Gramin Awas Yojana because these programmes serve the same housing objective even though the scheme names differ. The Governor's February 2026 address reported 15,256 urban plots and 12,561 rural plots allotted, but plot allotment is not the same as provision of a completed house. The reported 1.56 lakh PMAY houses are cumulative and are not fully attributable to the government term beginning in October 2024, so they are not counted as current-term delivery against the five-lakh target. The 2026–27 budget sets construction and assistance targets for 8,145 under-construction urban houses, 23,154 rural houses, 8,000 EWS flats and 20,000 poor families, showing active implementation but a large remaining gap. Budget: Housing for All has a ₹2,424.39 crore allocation for 2026–27, including ₹500 crore proposed for assistance to 20,000 poor families; current-year utilisation was not available in the budget proposal.
