The government took several pro-grower measures: it raised the Market Intervention Scheme support price for apples from Rs 10.50 to Rs 12 per kg in August 2023, introduced the long-demanded universal carton, and cleared MIS dues of about Rs 89 crore. However, the specific promise, a minimum support price for every category of apple legally enforceable against all private buyers with a ban on purchasing below it, explicitly including Adani Agri Fresh, was not delivered. The MIS is a government procurement support price mainly for lower-grade process fruit via HPMC and HIMFED, not a universal binding MSP, and as of 2024 apple growers and the Samyukt Kisan Morcha were still demanding the promised MSP law; private buyers continued to set market-discovered prices. Marked partial: meaningful grower support delivered, but the binding-MSP-and-ban core of the promise remains unfulfilled.
Growers and SKM note universal cartons accepted and about Rs 89 crore MIS dues being paid, but the promised binding MSP law remains the main outstanding demand.
