Stalled. The promise was a fixed monthly honorarium rising toward Rs 8,000 (state share). The 2025-26 budget raised the ASHA honorarium by Rs 1,000, and in May 2025 the state issued an order giving a Rs 1,000 monthly team-based incentive to ASHAs in urban areas and non-upgraded sub-centres. The promised level has not been reached; ASHA workers struck in January 2025 over long-pending payments, and associations continue to demand a higher state share.
