The Neighbourhood First policy remains an active, ongoing framework, evidenced by rapid regional humanitarian response (e.g. Operation Brahma for Myanmar), development partnerships, lines of credit, connectivity projects and energy/grid links across the subcontinent. As an open-ended commitment to "continue being a trusted and responsible partner", it is being pursued continuously rather than completed, and regional relationships vary over time.
