Under PM-KUSUM, a central-plus-state scheme, Uttar Pradesh continues to distribute subsidised solar irrigation pumps to farmers, and the scheme's design (Components A and C) allows surplus solar power to be sold to DISCOMs at a fixed tariff. UP has set solar-pump targets and distribution is ongoing, but the surplus-power sale arrangement is only partially operational at scale. Marked partial.
