Encourage dense housing through FSI and zoning changes
To reduce the further unorganized expansion of urban areas of the state, efficient dense housing will be encouraged through the changes to Floor Space Index (FSI) and zoning norms.

“To make rents in urban areas of Uttarakhand affordable, the Affordable Rental Housing Complexes initiative of the central government will be implemented.”
The promise was to implement the central Affordable Rental Housing Complexes initiative to make urban rents more affordable. PIB reported state-wise ARHC conversions and listed Uttarakhand with 100 converted vacant houses in Lalkuan and 70 in Dehradun under Model-1. This is a modest scale, but it directly verifies implementation of the promised central initiative in Uttarakhand. Budget status: ARHC implementation units are verified, but no separate Uttarakhand rupee allocation is cited.
