Atal Tinkering Labs are a real Atal Innovation Mission programme and individual Uttarakhand schools host ATLs, but I did not verify at least one ATL in every block of Uttarakhand. This is partial because the programme exists in the state, but block-wise coverage remains unproven. Budget status: central ATL programme funding exists, but no Uttarakhand every-block allocation was isolated.
A Kendriya Vidyalaya in Dehradun listed an Atal Tinkering Lab, showing presence of ATL infrastructure in Uttarakhand but not every-block coverage.
