The promise was a CBSE-affiliated Atal Utkrisht Vidyalaya in every Nyaya Panchayat. The verified baseline was much smaller: TOI reported in November 2021 that 189 state-run schools had been converted into Atal Utkrisht Schools, with a second phase planned for 135 aided schools. That demonstrates a real model-school network, but it predates the 2022 manifesto and is not every Nyaya Panchayat. I also did not find approved-source evidence that the post-2022 government expanded this to every Nyaya Panchayat as promised. Budget status: no promise-specific allocation found.
