“A Devendra Shastri Credit Guarantee Trust would be formed to give financial support to the people of Uttarakhand who want to establish homestays and hotels at these 45 locations.”
The promise was a named Devendra Shastri Credit Guarantee Trust for homestays and hotels at the 45 locations. I did not find approved-source evidence of this trust being constituted. However, Tourism Policy 2023 provides capital subsidy, tourism product subsidy, marketing incentives and interest subvention for tourism units, which partly meets the financial-support intent for hotels/tourism businesses. The verdict is partial, not fulfilled, because a credit guarantee trust and location-linked homestay/hotel support are not verified. Budget status: incentive mechanisms exist, but no approved-source trust corpus or guarantee allocation found.
