“We will digitise all government records starting with land records in the next five years.”
The promise was to digitise all government records within five years, starting with land records. Land-record digitisation is clearly moving: the Board of Revenue says the National Land Record Modernization Programme under its control envisages digitisation of revenue records such as khatauni, khasra, maps, and resurvey records; the public Bhulekh portal provides online RoR access; and a 2025 quality assessment says around 98 percent of 84,816 cadastral maps have been scanned and digitised and all 53 Sub-Registrar Offices are computerised. But the same assessment also notes gaps, including incomplete geo-referencing, village map-linking, and unavailable online survey request facilities. I did not verify digitisation of all government records beyond land records. The verdict is on_track because the five-year term is still running and land-record digitisation is advanced, but the universal all-record endpoint is not fulfilled. Budget status: central land-record modernisation programme exists, but no all-government-record digitisation budget found.
Quality assessment reported that around 98 percent of Uttarakhand cadastral maps had been scanned and digitised, while gaps remained in geo-referencing and database linkage.
