General NDPS enforcement and anti-drug drives are visible, but I did not find approved-source evidence of a Uttarakhand mechanism that seizes convicted peddlers' houses/vehicles and channels proceeds to rehabilitation facilities. The verdict is pending. Budget status: no seizure-linked rehabilitation fund or allocation found.
