The promise was base infrastructure in five towns so they could become destinations like Mussoorie and Nainital. The Uttarakhand Tourism Policy 2023 envisages developing additional tourism hubs beyond already popular destinations and allows new gateway hubs to be notified, so the policy direction partly matches the promise. However, I did not verify five named towns upgraded with the promised critical base infrastructure. Budget status: related tourism policy incentives and infrastructure support exist, but no five-town promise-specific allocation found.
