“The BJP Government shall make Uttarakhand India's number 1 location for domestic tourists in the next 5 years as well as make it a premier destination for high income tourists across the world. To this end, we shall launch Mission: Utkrisht Devbhoomi to promote Uttarakhand in every state capitals of India and major capitals across the world.”
The promise combined a rank outcome, high-income global tourism positioning, and a named Mission Utkrisht Devbhoomi promotion drive. Tourism footfall reached a record 6.03 crore visitors in 2025, which supports tourism growth. But Ministry of Tourism data shows Uttarakhand was not the number one domestic tourism state, and I did not verify a named Mission Utkrisht Devbhoomi promoting the state in every Indian state capital and major world capitals. The verdict is partial because the tourism-promotion objective is active, but the rank and mission architecture are not delivered. Budget status: general tourism marketing incentives exist, but no mission-specific allocation found.
TOI reported Uttarakhand recorded its highest tourist footfall since formation in 2025.
