The promise was 20 select adventure-tourism hotspots through an Adventure Tourism Promotion Board. Adventure tourism is a strong policy focus in Tourism Policy 2023, and TOI reported a 2025 high-level UTDB meeting to expand adventure and mountaineering tourism with infrastructure, safety and promotion as priorities. But I did not verify a separately created Adventure Tourism Promotion Board or 20 completed hotspots. Budget status: related adventure-tourism incentives and projects exist, but no promise-specific board/hotspot allocation found.
