Infrastructure war room and PPP unit

The promise was a specific CMO-level infrastructure war room plus a PPP Unit staffed with experienced professionals. A closely related institution exists: the Uttarakhand Investment and Infrastructure Development Board, created under the Uttarakhand Investment and Infrastructure Development and Regulation Act, 2023, with a mission to catalyse transformative infrastructure development and a mandate that includes promoting Public Private Partnerships. Its official site lists projects such as the Haridwar and Rishikesh Ganga Corridor projects. However, I did not verify a war room under the CMO or the promised CMO-housed PPP Unit. The verdict is partial because the state created an infrastructure and PPP-oriented institution, but not the exact promised war-room mechanism.
