The promise was to create a new Uttarakhand State Healthcare Development Corporation as the vehicle for health infrastructure. I found active health departments, NHM, medical education projects and a World Bank-supported health systems project, but no approved-source evidence of a newly constituted corporation with this name or a clearly equivalent state infrastructure corporation for healthcare.
