Delivered as policy. A new excise policy was cleared by Cabinet on 18 September 2024 and took effect in October 2024: it restored private retail, set affordable liquor priced from about Rs 99, allowed major IMFL brands, and was framed explicitly as a way to curb the spurious/illicit liquor trade that the government said had grown under the previous regime. It is a revenue-generating reform rather than the phased prohibition the party had previously favoured.
