The promise was to expand access to and encourage adoption of Nano Urea. Official evidence shows strong access expansion: cumulative nano-fertilizer sales reached 1,593.37 lakh bottles by 15 March 2026, including 1,219.27 lakh bottles of Nano Urea and 374.10 lakh bottles of Nano DAP. The Department of Fertilizers also reported campaigns for Nano DAP in all 15 agro-climatic zones and Nano Urea Plus field-level demonstrations in 100 districts, while IFFCO field trials for Nano Urea and Nano DAP were conducted under ICAR-KVK supervision. This is partial rather than fulfilled because the promise is about adoption, not only production or sale, and official evidence still frames adoption as an ongoing promotion and demonstration effort. Budget: broad mapped budget evidence exists because the Outcome Budget 2025-26 includes a Urea Subsidy financial outlay of Rs 1,18,899.50 crore with a Nano Urea sales output target of 257 lakh bottles, and a Nutrient Based Subsidy outlay of Rs 49,000 crore with a Nano DAP sales output target of 181 lakh bottles; no standalone Nano Urea utilisation line was found.
