We will bring a commercial aircraft manufacturing ecosystem to Bharat. For this we will design a Policy for Aerospace Manufacturing in the country and try to develop our own passenger aircraft. We will strengthen the civil aviation ecosystem by encouraging Maintenance, Repairs and Overhaul activities as well as Aircraft Financing and Leasing Activities institutions through comprehensive government support programs under the Make in India initiative.

The promise was to build a commercial aircraft manufacturing ecosystem, design an aerospace manufacturing policy, try to develop an Indian passenger aircraft, and strengthen MRO, aircraft financing and leasing. Official evidence shows important progress in adjacent areas: Airbus and Indian suppliers have expanded aerospace component manufacturing, including the A220 door contract and the Airbus-Mahindra H130 helicopter fuselage contract. MRO has received policy support through a uniform 5 percent IGST rate on MRO items, 100 percent FDI under the automatic route and customs-duty measures for aircraft parts, while GIFT IFSC is being promoted for aircraft leasing and aviation finance. However, I did not find an officially notified Aerospace Manufacturing Policy for civil aircraft or evidence that India has begun delivery of its own commercial passenger aircraft. This is partial because MRO, leasing and component manufacturing are advancing, but the more ambitious commercial aircraft and passenger-aircraft components of the promise remain unfulfilled. Budget: no direct budget allocation for a civil aerospace manufacturing policy or Indian passenger-aircraft programme was verified; the main support found is regulatory, tax and customs-duty relief, so budgetAllocated is false.
