The promise was to transform airports into multimodal hubs with buses, metro, rapid rail and similar transit facilities using PM GatiShakti. PM GatiShakti is directly mapped because it coordinates multimodal infrastructure across roads, railways, airports, mass transit and logistics, and it has included aviation assets within the National Master Plan. Official evidence also shows airport modernisation as a continuing process, with AAI and airport developers targeting about Rs 91,000 crore in airport-sector capital outlay for terminals, runways and related works. Noida International Airport is a strong project-level example because official statements describe metro, rail, expressway and road connectivity around the airport, and the airport received a DGCA aerodrome licence in March 2026. However, the evidence found does not show that airports across India have been transformed into integrated multimodal hubs at scale. Budget: broad mapped budget evidence exists through the Rs 91,000 crore airport-sector capex plan and project-specific airport development, but no national utilisation line for airport multimodal integration was found.
