We will strengthen the RERA act which has helped make the real estate sector in Bharat more transparent and citizen friendly than ever before. Further, we will facilitate home ownership for middle-income families through comprehensive measures including cost reduction in construction and registration, regulatory reforms like enabling automatic approvals for standard housing designs and promoting mixed-use housing.

The promise was to strengthen RERA and help middle-income home ownership through affordability, approvals and mixed-use housing reforms. RERA is being strengthened institutionally through the Unified RERA Portal and Central Advisory Council recommendations; official data reported 35 state and UT authorities, 151,113 projects, 106,545 agents and 147,383 complaints disposed by September 2025. PMAY-U 2.0 provides mapped support for urban poor and middle-class families, including an Interest Subsidy Scheme vertical for EWS, LIG and MIG households with income up to Rs 9 lakh and a maximum interest subsidy of Rs 1.80 lakh. By March 2026, MoHUA said 13.67 lakh houses had been sanctioned under PMAY-U 2.0, against the broader one crore objective. The record supports meaningful delivery on RERA institutional strengthening and middle-income housing support, but not full delivery of the promised cost-reduction, automatic approval and registration reforms across states. Budget: direct PMAY-U 2.0 and ISS budget support exists through central assistance and scheme sanctions, including state-wise releases, but a separate nationwide budget line for RERA strengthening or automatic standard-design approvals was not found.
