Shipbuilding is being actively promoted: the Union Budget 2025-26 announced an enhanced Shipbuilding Financial Assistance Policy (SBFAP 2.0) with about Rs 18,090 crore (up from Rs 4,000 crore), shipbuilding clusters and a Shipbuilding Development Scheme with Special Purpose Vehicles (e.g. the National Shipbuilding & Heavy Industries Park, Tamil Nadu), and large investment commitments under the Maritime Amrit Kaal Vision 2047 (targeting a top-ten position by 2030 and top-five by 2047), alongside R&D, design and ship-repair cluster proposals. The pledge to provide dedicated research, design and testing facilities is being delivered through these initiatives, though build-out is ongoing. Partial (strong action).

We will bring a commercial aircraft manufacturing ecosystem to Bharat. For this we will design a Policy for Aerospace Manufacturing in the country and try to develop our own passenger aircraft. We will strengthen the civil aviation ecosystem by encouraging Maintenance, Repairs and Overhaul activities as well as Aircraft Financing and Leasing Activities institutions through comprehensive government support programs under the Make in India initiative.
We will introduce the Amrit Kaal Civil Aviation Master Plan to transform our airports into regional international hubs, providing single-point connectivity to designated regions worldwide, with the vision to position Bharat as the leading aviation ecosystem of South Asia.
