The promise was to prepare a stronger framework to encourage startups in government procurement. Official evidence shows that GeM has become an active procurement channel for startups, with more than 38,600 startups onboarded and FY 2025-26 startup orders worth ₹19,190 crore. PIB also reported that startups crossed ₹54,000 crore under SWAYATT, showing real procurement activity rather than only policy intent. AIM 2.0 further adds the Atal Sectoral Innovation Launchpads programme, intended to build iDEX-like platforms in central ministries for integrating and procuring from startups in key sectors. However, approved-source evidence does not yet show that ASIL has been fully rolled out across ministries, so the promise is best classified as on track rather than fulfilled. Budget: AIM 2.0 has Cabinet approval with an outlay of ₹2,750 crore up to March 31, 2028, and Union Budget 2026-27 lists ₹405 crore for Atal Innovation Mission including SETU; no separate utilisation line for ASIL or GeM Startup Runway was found.
