The promise was to strengthen India as the Pharmacy of the World by boosting pharmaceutical manufacturing, API capacity and research-linked incentives. Official evidence shows active delivery through the PLI Scheme for Bulk Drugs, PLI Scheme for Pharmaceuticals, Bulk Drug Parks and the PRIP scheme for pharma-medtech research. As of December 2025, 38 projects covering 28 notified products had been commissioned under the PLI Scheme for Bulk Drugs, creating about 56,800 MT per annum of domestic manufacturing capacity. The PLI Scheme for Pharmaceuticals had attracted cumulative investments of Rs 42,694.89 crore and cumulative sales of Rs 3,43,215.27 crore by June 2026, while PRIP has a Rs 5,000 crore outlay and seven NIPER Centres of Excellence with Rs 700 crore support. This is on_track because manufacturing and research capacity expansion is measurable and well funded, but the specific research-linked outcomes for new drugs, new chemical entities and new biological entities are not yet evidenced as delivered. Budget: direct budget evidence exists through PLI Pharmaceuticals, PLI Bulk Drugs, Bulk Drug Parks and PRIP, including Department of Pharmaceuticals BE 2026-27 lines of Rs 2,250 crore for PLI Pharmaceuticals, Rs 66.40 crore for PLI Bulk Drugs, Rs 700 crore for Bulk Drug Parks and Rs 750 crore for PRIP.
